- A Public Meeting was held for a Proposed Class III Development Permit Amendment (DP2026-01) – 580 King Street East – Amend DP2025-17 – Add a 40m2 addition at the front of the building for the purposes of a pharmacy. Council approved the application with conditions.
- Council passed a By-law to adopt the 2026 Water and Wastewater Rates, Operating and Capital Budgets.
- The “2024 & 2025 Grant Applications Submitted by the Town of Gananoque”
- Report was received for information by Council.
- Council received an Integrity Commissioner Report dated February 17, 2026 regarding a complaint against Councillor Koiner. Council passed a motion to direct staff to attach the report to the March 4, 2026 Council Minutes and post to the Town’s website, and to adopt the recommendations made by the Integrity Commissioner, that Council requires Councillor Koiner to issue an apology to Staff involved.
- Council received the Legal opinion titled, “Municipal Budget 2026” from John Mascarin, Aird & Berlis LLP, dated March 2, 2026. Council further waived its right to privilege in order to be able to attach it to the open session Minutes of March 4, 2026.
- A motion was passed to direct the drafting of a letter to Minister Flack, asking for relief in an extension of time limit in the budget
- process, to be circulated to MPP’s, Association of Municipalities Ontario (AMO) and all Ontario Municipalities, and to be delegated on at AMO, and asking for start of date of decisions on any option available to allow the Town to re-open the budget.
- The “2022 to 2025 Legal Costs by Category” report was received for information.
- A By-law was passed to authorize the Mayor and Clerk to sign an Ontario Transfer Payment Agreement (TPA) through the Municipal Housing Infrastructure Program – Health and Safety Water Stream (HSWS) with His Majesty the King in Right of Ontario, as represented by the Solicitor General regarding a funding grant in the amount of $6,455,937.00 for the lagoon remediation and repair project.
- Council passed a By-law to amend the General Fees & Rates By-law – Ice Rental Rates – Schedule ‘H’. The amendment will add a 2% increase to the ice surface fees and rates for the 2026-2027 ice season.
- An exemption to the Procurement Policy was authorized by Council to approve the extension of an existing agreement for the lead contractor for Phase II of the Daycare Centre Renovations as the project must be completed on or before December 31, 2026 in order to meet the Provincial deadline for project completion.
- Council directed Staff to bring back a report for Council’s consideration regarding A-1 Taxi Gananoque and Thousand Islands’ request to amend the General Fees and Rates By-law.
