Town of Gananoque News for Council July 15 & 17, 2025

Town News
  • A Public Meeting was held regarding a Proposed Class III Development Permit Application (580 Queen Street) to construct a two-storey addition with garage onto the existing residential dwelling within the floodplain setback and relief for the front yard setback to 4.4m. The application was approved by Council with conditions.
  • Council passed a motion directing staff to reflect the current levels of service for the Town-owned property schedule in the 2025 Asset Management Plan and Long-Term Financial Plan.
  • A motion was passed to direct staff to contract a consulting engineer to complete the structural and mechanical analysis of the Water Street Swing Bridge, and to bring back a By-law amending the Traffic and Parking By-law to reduce the speed limit on the Water Street Swing Bridge and its approaches from 50 kms to 25 kms.
  • By-law 2025-059 was passed to Amend By-law 2021-081 – Ice Allocation Policy, for the Lou Jeffries Arena.
  • Council directed staff to proceed with continuing to promote the library as a cooling centre during normal operating hours.
  • Council passed a motion directing staff to reflect the current levels of service for the Town-owned assets in the 2025 Asset Management Plan and Long-Term Financial Plan.
  • The 2025 Long-Term Debt Schedule was received for information.
  • The Fire Department 2025 First (1st) and Second (2nd) Quarterly Report was received for information purposes.
  • Council passed a By-law to authorize the Mayor and Clerk to enter into an agreement to sell the Public Works’ surplus loader to the Township of Elizabethtown-Kitley.
  • Council approved a motion authorizing Mayor Beddows to endorse the Joint Services Committee (JSC) 2025-2035 Housing and Homelessness Plan.
  • A By-law was passed to authorize the Mayor and Clerk to sign a water tower lease extension agreement with Eastern Ontario Power (EOP) for five (5) years. The agreement allows EOP to install and maintain communications equipment on the Town of Gananoque water tower.
  • A motion to hold a Special Council Meeting on Thursday, July 17, 2025, at 10:30 AM was passed in order to consider a time sensitive insurance matter.
  • Council passed a motion to direct staff to bring back a report regarding the feasibility of a bus service/stop in the Town of Gananoque.
  • Council agreed in principle, to accept up to 49 Canada-wide early learning and child care (CWELCC) spaces. A motion was passed to direct staff to proceed with informing the United Counties of Leeds and Grenville (UCLG) and YMCA Staff. Council will pass a By-law to extend the contract with Bell & Associates for architectural drawings regarding the additional daycare spaces at 400 Stone Street North with a required opening date of December 31, 2026.
  • Council passed a By-law to terminate the Lease Agreement with the Thousand Islands Youth Boxing Club effective October 31, 2025, and; to waive the rental rate for the period of July 1 to October 31, 2025.
  • During the special meeting of Council held on Thursday, July 17, 2025, Council passed a By-law authorizing the Mayor to Clerk to sign an Agreement with Intact Public Entities Inc., and Halpenny Insurance for a Municipal Insurance Policy for the period of July 29, 2025 to July 29, 2026.
