(Section 17 of the Planning Act) TAKE NOTICE that the Township of Leeds and the Thousand Islands invites all interested persons to attend a Public Meeting in order to consider an amendment to the Township’s Official Plan, pursuant to the requirements of Section 17(15) of the Planning Act, RSO 1990, as amended.

PURPOSE AND EFFECT: The Official Plan amendment will amend the text of Section 9.5.3 to allow for Council to dedicate the whole or any part of the Township of Leeds and the Thousand Islands as a “Community Improvement Project Area” by by-law, in accordance with subsection 28(2) of the Planning Act.

The amendment will allow Council to have more discretion in the identification and designation of community improvement project areas, allowing community improvement plans to be developed and implemented anywhere in the Township, not only settlement areas.

The proposed revised wording of Section 9.5.3 of the Township Official Plan is as follows: “9.5.3 Community Improvement Project Areas

1. Council may, by by-law, designate the whole or any part of the Township as a community improvement project area where a study of such area(s) has been undertaken in consultation with community stakeholders to evaluate the area’s need for community improvement. The study shall consider the objectives identified in Section 9.5.2, the community improvement project area selection criteria outlined in Section 9.5.4, and definition of a community improvement project area under Subsection 28(1) of the Planning Act.

2. Where an area described in paragraph 1 has been designated by by-law, Council may provide for the preparation of one or more community improvement plans under Section 28 of the Planning Act to facilitate and guide community improvement within the area(s).”

THE SUBJECT LANDS include all lands located within the Township of Leeds and the Thousand Islands municipal boundary. Accordingly, no key map is provided.
The proposed official plan amendment will also be available at the following location during regular hours: Township Administration Office, 1233 Prince Street, Lansdowne, ON (Monday to Friday, 8:30 a.m. to 4:30 p.m.).

IF YOU WISH TO BE NOTIFIED of the decision of the United Counties of Leeds and Grenville on the proposed Official Plan Amendment, you must make a written request to the Clerk of the Township of Leeds and the Thousand Islands, Megan Shannon, 1233 Prince Street., P.O. Box 280, Lansdowne, ON, K0E 1L0.

If a person or public body does not make oral submissions at a Public Meeting, or does not make written submissions before the issuance of the decision on the application by the United Counties of Leeds and Grenville, the person or public body is not entitled to appeal the decision to the Ontario Land Tribunal and may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
