Council Meeting Highlights – September 19, 2023

Town News
  • Public Works Manager, David Armstrong was recognized for his completion of the Association of Municipal Managers, Clerks & Treasurers of Ontario (AMCTO) Executive Diploma in Municipal Management.
  • Township of Rideau Lakes Mayor, Arie Hoogenboom appeared before Council and presented a PowerPoint presentation “Maple View Landings Redevelopment Project Fundraising Presentation to the Town of Gananoque”. Council was asked to consider funding the project in the amount if $15,900, over a three year term to assist in the Maple View Landings redevelopment project. Council passed a motion to refer the request to the 2024 Budget Deliberations. 
  • Township of Elizabethtown-Kitley Mayor, Brant Burrow appeared before Council and presented a PowerPoint presentation “Legacy of Care: The Next 50 Years Capital Fundraising Campaign – Sherwood Park”. Council was asked to consider funding the campaign in the amount of $18,000 per year over a 5-year period or $30,000 annually for a 3-year period. Council passed a motion to refer the request to the 2024 Budget Deliberations. 
  • Council passed a By-law to stop up and close the unopened road allowance of Birch Street, and further authorized the Mayor and Clerk to sign the agreement of purchase and sale in the amount of $60,000 and that the lands be merged in title with the abutting lands.
  • Council directed Staff to convert the treed boulevards to useable parking stalls in 2023 and draw $10,400 from reserves to address the Lowertown parking shortage.
  • Council received the RFQ results for the King Street Pedestrian Bridge and directed Staff to bring forward funding options for the project in the 2024 Budget.
  • A By-law was passed to authorize an Encroachment Agreement with the owner of 48 Brock Street to provide legal approval to the structures that have been erected within the Town right of way. 
  • Council received the Capital Matters Pending update for information.
  • Council directed Staff to prepare the 2024 Draft Operating Budget to reflect the cost of current service levels and initiatives while detailing possible revenue increases or service level cuts for Council consideration for the 2024 Budget Deliberations. 
  • Mayor Beddows brought forward a Motion directing Staff to be mindful of certain factors in the preparation of departmental submissions for Council consideration during the 2024 Budget Deliberations. The motion was defeated.
  • Council approved a Community Grant in the amount of $500.00 toward the cost of the 2023 Lions Club Pump-Gan-Fest Event.
  • Mayor Beddows withdrew the Motion “Official Definition of Affordable Housing”, postponed from August 15, 2023. 
  • Council passed a motion to authorize Mayor Beddows, along with the members of the Joint Recreation Committee and Staff, to provide a delegation, regarding the Lou Jeffries Arena Recreation Cost Sharing Agreement, to the Council of the Township of Leeds and the 1000 Islands at the October 3, 2023 Committee of the Whole meeting. 
  • Council unanimously supported Fort Erie’s Request for Support Resolution regarding “Time for Change Municipal Freedom of Information & Privacy Protection Act (MFIPPA).
  • Public Meeting Notice was provided for a Class III Development Permit (Home Hardware Stores Limited) and a Plan of Subdivision and Class III Development Permit (1622378 Ontario Inc).
