  • Lori Huber, KPMG Lead Audit Engagement Partner, appeared before Council Online to present a PowerPoint presentation entitled, “ Corporation of the Town of Gananoque Audit Findings Report for the Year Ended December 31, 2024. Council passed a motion to receive the 2024 Draft Financial Statements and Audit Findings Report.
  • Holly Evans, Cataraqui Region Conservation Authority (CRCA) Watershed Planning Coordinator, appeared before Council to present a PowerPoint presentation entitled, “ Cataraqui Region Phragmites Management”, regarding the 2026 Invasive Phragmites Control Fund Project. Council passed a motion to direct Staff to collaborate with the Cataraqui Region Invasive Phragmites Management Area Working Group through the CRCA to support a grant application to the Invasive Phragmites Control Fund to control Invasive Phragmites within the Town over three (3) years in principle. Council further allocated up to $3,300 in 2026 fiscal year as well as in-kind staff support to help match the grant, and authorizes the Mayor and Clerk to sign any agreements if the application is successful.
  • Joanne van Dreumel, Executive Director, and Molly Shea, Collections Manager, 1000 Islands History Museum, appeared before Council to present PowerPoint presentations regarding the “Gananoque Civic Collection 2025” and “1000 Islands history Museum – A Year-In Review”. Councill passed motions to approve various acquisitions to be added to the Town’s Civic Collection, to refer the Artefact Oversight 2025 Funding Proposal to Mayor Beddows for the 2026 Budget Deliberations process, to receive the 2024 Financial Statements and Presentation entitled, “A Year-In Review 2025” and to refer the operations and programming budget proposal in the amount of $62,115 to Mayor Beddows for the 2026 Budget Deliberation process. A By-law was also passed to amend the Collections Management Policy Section 13.2 (Criteria for collecting) & 13.3 (Criteria for not accepting objects).
  • Councillor Harper moved a Vote of Non-Confidence motion regarding Mayor Beddows. The motion was passed with support from all six (6) Councillors.
  • Mayor Beddows proclaimed October 23rd to be observed as “Water & Wastewater & Stormwater Operators Appreciation Day” in the Town of Gananoque.
  • Gananoque Police Services Board Members attended the meeting to answer Council’s questions about the member/quorum status of the Police Services Board.
  • Council passed a By-law to authorize the Mayor and Clerk to sign a Lease Agreement with the YMCA of Eastern Ontario for a portion of 400 Stone Street North for twenty (20) years.
  • Mayor Beddows advised that a Public Meeting is scheduled for Tuesday, November 4th regarding a proposed Official Plan Amendment (OPA8-25) and Class III Development Permit (DP2025-13) for 145 River Street to redesignate the property to permit a commercial sports and recreation facility.
  • Following a Closed Meeting of Council, a By-law was passed to amend the Downtown Business Improvement Area (BIA) Board of Directors to remove Randall Smith and appoint Ray Stedman and Michelle Williams to the BIA Board for the remaining term of Council.
  • Council directed Staff to bring forward a report on Legal Services Spending by Type of Service and Service Provider 2021 to 2025 inclusive and itemized if allowable.
