Public Information Center for the Proposed Reconstruction of Bay Road – Update

The Town of Gananoque hosted a Public Information Center (PIC) on Wednesday, June 21, 2017 from 7:00 pm to 9:00 pm at the Public Library. The PIC was with respect to the proposed reconstruction of Bay Road. Town Public Works staff as well as a representative from G.D. Jewel Engineering Inc. were there to answer questions from the public during the “drop in” style event. There were three (3) conceptual options presented in hard copy format and displayed for viewing. The same three (3) conceptual options in hard copy format are at Town Hall if anyone missed the PIC event on Wednesday evening and wishes to see them. There are also comment sheets available at the front desk at Town Hall if anyone still wishes to provide comment. We will continue to receive comments up until noon on Tuesday, June 27, 2017, either by hard copy delivered to the front desk at Town Hall or the Public Works office located at 665 Charles Street North (both during regular business hours) or by email addressed to

The three (3) conceptual options are attached in digital format (PDF) as well to be reviewed on your device or computer. Also attached are the various reports that have been completed to date with respect to the Municipal Class Environmental Assessment (Archaeological Assessment, Habitat Assessment Report, Butternut Tree Evaluation, Terrestrial Ecosystem Existing Conditions and Impact Assessment, Draft Geotechnical Investigation.

Once feedback from the PIC if reviewed and summarized, Town Council will be updated via a staff report at a future Committee of the Whole meeting. The Town of Gananoque proposes to construct a new 9,106 square foot, 2-storey addition to the rear of the existing designated heritage building (7,599 square foot). The project also includes renovations to the interior of the existing building, along with minor restoration work to the exterior of the building, located at 30 King Street East, Gananoque, Ontario. The tender
package will be tendered in September 2017 with construction starting in October/November 2017, with a guaranteed October 31, 2018.
Tenders will be invited from the list of pre-qualified GENERAL CONTRACTORS.
Submittals from interested General Contractors shall be based upon CCDC Document No.11 as well as supplementary documentation to demonstrate managerial, safety and financialbonding capabilities. Only Contractors who have completed projects of this scope, complexity and timeline will be considered.
General Contractors interested in being pre-qualified to bid the work MUST submit the following:
• Completed CCDC Document No. 11
• Resumes of all persons involved in the management of this project
• Letter from a nationally recognized Surety Company stating total bonding limit, current bonding committed, and confirming availability of required bonding for this project - 50% Performance Bond and 50% Labour and Material Payment Bond as well as a 10% Bid Bond.
• Letter authorizing HWDSB to obtain financial information from Institutions on the applicant
• Written confirmation that all Health and Safety policies will be followed for the duration of the project and a detailed description of Contractor’s policies.
• References from current and completed projects.
• Submissions of most recent forms CAD-7 Calculations Profile issued by the WSIB
• Letter from the applicants Insurance Company stating liability coverage
Tenders will be invited from the list of the pre-qualified General Contractors only. The prequalification process will include an assessment of previous and current performances in a number of areas including but not limited to: business ethics, similar work, scheduling, construction management, workmanship, final completion, correction of deficiencies and
Health and Safety.
General Contractors previously involved with, or currently involved in litigation with the Town or the Design Consultants will be rejected. Further, contractors or subcontractors that have not performed to the satisfaction of the Town in the past will be rejected.
Pre-qualification information shall be submitted to the Architect listed below in a sealed envelope labelled “Town of Gananoque – Pre-qualifications Submission”.
